What is Web accessibility?
As a rule, Web accessibility means making Web content and services available to everyone, regardless of their hardware, software, network infrastructure, mother tongue, culture, place of residence, skin colour or physical or mental capacities.
According to Government of Québec standards (SGQRI 008), accessibility is the capacity of Web content to be consulted by anyone, with or without a disability, with or without adaptive technology, irrespective of the selected user agent or constraints related to the operating environment.
This definition applies to Web pages, downloadable documents, video and sound files and vector animations. A website is designed to be accessible so that, for example, individuals with disabilities, regardless of the disabilities or measures he or she takes to mitigate them, can not only perceive and understand the content of the website, but also browse the content and interact efficiently with it.
Accessibility to the MRI website
The Québec International Portal is subject to the three Web accessibility standards (SGQRI 008) adopted by the Government of Québec on May 10, 2011.
The International Portal is committed, wherever possible, to ensuring that its website is accessible by individuals with disabilities or physical restrictions. We constantly strive to maintain and improve site compliance with the standards in force.

The current version of the Portal website complies with the transitional requirements (Section 25) of the Web accessibility standards on accessibility to a website. We are, however, working to redesign the site to bring it into compliance with the standards.
Non-compliant content
Some International Portal website content is not in compliance with the Web accessibility standards:
- Some downloadable technical documents intended for specific clienteles
- FLASH animations
- Some audio-visual documents
Lastly, the Québec International Portal cannot guarantee accessibility to content originating from third parties that are not subject to SGQRI 008.
Verification of the site and accessibility
Browsing
- The information section features a site plan.
- The site plan allows users to access the first three browsing levels.
- The browsing menus, which are repeated on each page, are organized in the same relative order with a similar presentation.
Structure
- The Web pages have distinctive titles that reflect the topic or purpose and are indicated by the <title> tag.
Text size
If you use Internet Explorer, Firefox or Chrome and your mouse is equipped with a scroll wheel, simply hold down the Ctrl key and turn the scroll wheel to change the size of the text.
You can also hold down the Ctrl key and press + or - to increase or decrease the size of the text. Use the Ctrl + 0 combination to return to the browser’s default text size.

Follow the instructions below depending on the browser you use. You can also consult your browser’s Help tool.
- Internet Explorer
- Click on View in the menu bar.
- Select Text Size.
- Click on Larger or Largest.
- Mozilla Firefox
- Click on View in the menu bar.
- Select Zoom.
- Click on Zoom In.
- Opera
- Click on View in the menu bar.
- Select Zoom.
- From the menu, select the text size you desire.
- Chrome
- Click on the wrench icon in the browser toolbar.
- Select Options (Preferences with Mac and Linux, Settings with Google Chrome OS).
- Click on Advanced Options.
- In the Web Content section, use the Page Zoom menu to adjust the size of the text.
Images
- Information images are inserted in Web pages using the appropriate tags.
- Information images have replacement texts.
- Replacement texts are identified by the alt attribute.
