Merit scholarships for foreign students taking technical training
Target clientele
These scholarships are primarily geared toward
foreign students wishing to enrol full-time in a technical training program leading to a diploma of college studies (diplôme d’études collégiales/DEC). Your admission chances will be enhanced if your home country is:
- Located within one of the high-potential markets in Asia (China, India and Japan) or the Americas (Brazil and Mexico).
- A developing country within La Francophonie.
Precedence will be given to students enrolled in one of 50 DEC programs offering favourable employment prospects. One-half of the scholarships will be reserved for institutions in Québec regions in which workforce numbers have been decreasing.
Award amounts
The award amount of the scholarship is $15,000 per year. The scholarship may be held for up to 3 years (renewable annually).
In addition, the Ministère de l'Éducation, du Loisir et du Sport will exempt all scholarship holders under this program from paying the supplemental tuition fees usually payable by foreign students.

These scholarships are awarded on the basis of academic excellence. The relevant indicators include the following:
- Cumulative grade point average (GPA)
- Progress made in program of studies
- Duration of program of studies
- Awards and distinctions obtained
- Letters of reference
Candidates are pre-selected by Québec colleges, which then submit the applications to the program administrator CEGEP international (for public colleges) or to the Québec Association of Private Colleges - ACPQ (for private colleges).

Additional information
CEGEP International which administers the program on behalf of the MELS, is responsible for promoting the program within the CEGEP system, launching calls for candidates, creating the evaluation committees, announcing the award winners and ensuring that the scholarships are paid to the award winners.
The ACPQ carries out the same mandate with respect to scholarships awarded to students enrolled in subsidized private colleges.
