Exemptions from the supplemental tuition fees payable by foreign students

Under certain conditions, you may be exempted from paying the flat fee that foreign students are usually required to pay. In that case, you would pay the same amount for tuition as a Québec resident.

The following table indicates the categories of individuals who, under certain conditions, may be exempted from paying supplemental tuition fees:

  • Staff at diplomatic missions, in addition to their spouses and children.
  • Staff of international non-governmental organizations.
  • Recipients of Government of Québec merit scholarships.
  • Student beneficiaries of tuition fee agreements entered into by the government of their home country or an international organization and the Government of Québec.
  • Refugees, protected persons, persons in need of protection and holders of a Québec selection certificate.
  • Students enrolled in French language, French literature or Québec studies courses as part of a degree program (bachelor’s, master’s or doctorate).
  • Spouses and children of certain temporary workers.
  • Students qualifying for the quota exemptions granted by the Department of Education, Recreation and Sports (MELS) to the networks of vocational and technical training institutions and to universities.
  • Certain categories of persons who are authorized to submit an application for permanent residency in Canada and who hold a Québec selection certificate.

Under no circumstances will the above summary of exemption categories take precedence over the provisions set out in the Policy concerning tuition fees payable by foreign students at Québec universities.
