Three-level organizationAt the central level, the Ministère de la Santé et des Services sociaux (Québec department of health and social services) defines general guidelines and allocates budgetary resources. At the regional level, the health and social services agencies are responsible for regional planning, resource management and budgetary allocations to institutions. At the local level, each of the 95 health and social services centres and its partners in the local health and social services network, including family physicians and institutions offering specialized services, have joint responsibility for the population in their area. The various providers of health and social services are able to respond to all the needs of the population and facilitate movement through the system, especially in the case of vulnerable individuals. In December 2005, Québec’s health and social services system had a total of 322 institutions, of which 199 were public and 123 private, mainly residential and long-term care centres. The public institutions are located throughout Québec to ensure the equitable sharing of resources based on population density. In addition, there were 1 500 private medical clinics and 4 000 community organizations. Almost 7% of Québec’s active population, or around 250 000 individuals, works in the health and social services sector. For more information… |
