Registration and insurance

All road vehicles in Québec, except those exempted by the Highway Safety Code, must be registered by their owner. The exemptions are for:

  • vehicles held in stock by a dealer;
  • farm machines;
  • recreational vehicles specified by regulation.

Compulsory liability insurance

The owner of any road vehicle driven in Québec must have liability insurance coverage of at least $50 000. The driver’s licence or right to obtain a licence of a driver involved in a road accident that causes damage to another vehicle for over $500, and who does not have damage insurance coverage, is automatically suspended.

Public automobile insurance plan

Every citizen of Québec is covered by the public automobile insurance plan for injuries sustained in road accidents, regardless of where they occur in the world and of the citizen’s responsibility for the accident.  The coverage compensates the accident victim for financial loss, such as loss of earnings. It also reimburses many costs incurred as a result of the accident, and provides compensation for bodily injury that is increased annually to match increases in the cost of living.

The plan is unique to Québec, and several Canadian provinces and US states have used it as the basis for their own plans. It remains, according to many experts, one of the most generous in North America. Also referred to as a “no fault” plan, it is funded by an insurance contribution paid when vehicles are registered and driver’s licences issued.
