Social programs and support measures

Over the last forty years, a series of social programs has been introduced to meet the needs of Quebecers at each stage of their lives.

Child assistance

Child assistance is a program administered by the Régie des rentes du Québec (Québec Pension Board). Assistance is paid to all eligible families with dependent children aged under 18 who live with their families.

Support payments

In Québec, following a court judgment granting support to a person for the first time, the clerk of the court enters the relevant information in the register of support payments and forwards the same information to Revenu Québec. The department then collects the amount from the person required to pay support, and remits it to the person entitled to receive support.

Québec Pension Plan

The Québec Pension Plan is a public plan based on shared employer/employee contributions. It gives workers and their dependents basic financial protection against the loss of income resulting from retirement, disability or death. All workers earning more than the annual threshold are required to contribute to the plan, and all contributions are managed by the Caisse de dépôt et placement du Québec (Québec deposit and investment board).

Labour standards

The Act respecting labour standards sets the minimum conditions of employment for all workers in Québec. It deals in particular with wages, work hours, rest periods, paid statutory holidays, parental leave, notice of layoff, and notice of termination. The Commission des normes du travail (Labour Standards Commission) is responsible for applying the Act.

The Shelter Allowance Program

The Shelter Allowance Program provides financial assistance for low-income households that spend too much of their income on housing. The program targets the elderly and families with at least one dependent child (workers, students), whether they own or rent their housing.
