Administrative Divisions

Québec’s territory is divided in 104 Regional County Municipalities (RCM) or equivalent territories, contained within 17 administrative regions. These RCM or equivalent territories include 1135 local municipalities, 96 unorganized territories or TNOs (territoires non organisés) and 57 aboriginal territories.

The ministère des Affaires Municipales, des Régions et de l’Occupation du Territoire (Department of Municipal Affairs, Regions and Land Occupancy) has the lead responsibility for municipal organization and regional development. It is engaged in the following areas of activity:

  • municipal management and territorial organization
  • taxation and municipal finance
  • regional and rural development
  • metropolitan area development
  • urban planning and development
  • property assessment
  • infrastructure
  • municipal democracy
  • public safety
  • aboriginal affairs
