Access to information

The Act Respecting Access to Documents Held by Public Bodies and the Protection of Personal Information gives you the rights of:

  • confidentiality of personal information;
  • access to Services Québec documents and to your personal information held by our organization;
  • correction of your information if it is incomplete, inaccurate, equivocal, or if the collection, release or keeping of the information is not authorized by this law.

Regulation respecting the distribution of information and the protection of personal information

The Regulation Respecting the Distribution of Information and the Protection of Personal Information requires each public body subject to the Act Respecting Access to Documents Held by Public Bodies and the Protection of Personal Information (R.S.Q., c. A-2.1) to publish specified information on their websites. That obligation is part of the government’s commitment to be more transparent with citizens.

It is appropriate to mention that, as regards accessibility of documents and information, the Directeur de l’état civil has its own website. Since that body is governed by the Civil Code of Québec, the acts and the register of civil status are not documents contemplated by the Regulation.

However, documents not directly connected to acts or the register of civil status, but ancillary to these, may be subject to the provisions of the Regulation. When these are contemplated by the Regulation, they can be found in the Access to information section of the Services Québec website or may be accessed through a hyperlink to the Directeur de l’état civil website.

Document classification plan

Protection of personal information

Services Québec must establish and keep up-to-date an inventory of its personal information files, as provided under section 76 of the Act respecting Access to documents held by public bodies and the Protection of personal information. In accordance with section 4, paragraph 1, subparagraph 5 of the Regulation respecting the distribution of information and the protection of personal information, the inventory must be distributed on its website.

Services Québec implements security measures to protect personal information contained in the files. These measures comply with the standards and good practices relating to information security. Security measures are implemented to ensure physical monitoring of the various access sites, to limit access to files and to guarantee a secure network environment. Services Québec uses secure methods to store and dispose of documents and information on computer mediums.

Information pertaining to contracts entered into by Services Québec

The distribution of information pertaining to contracts is part of the gouvernement du Québec’s objective to be accountable with increased transparency for :

  • the process of awarding contracts;
  • the proper use of public funds;
  • the fair treatment of tenderers.
The Système officiel d’appel d’offres du gouvernement du Québec (SEAO) enables you to consult information pertaining to contracts entered into by Services Québec, as provided by section 22 of the Act respecting contracting by public bodies.
